The item is new and in unused condition with tags attached. The display rack should be hung on the wall using the two mounting holes. The display rack is made of metal with a decorative design on the top and bottom. The manufacturer describes the rack as a "painted black finish". The manufacturer provides 6 1/2" - 8 1/4" as the suggested measurements of the items to use with this display rack. Photos showing a 7 3/4" bird salad plate and a 6 5/8" green bread plate have been provided. Look at the photos for details.
